Dito Legislative Insights - Bill Comparison
Legislative Updates provides bill comparison functionality. It can be used to compare 2 versions of a bill, 2 separate bills or a bill version with a federal statute.
Using Federal search
Enter a search condition that returns the 2 bills that you want to compare and select the checkboxes next to each one
This sends the 2 bills to the LLM for comparison and initiates or continues a chat session for follow on questions:
Using State search
The bill search form can be used to identify and select versions of a bill for comparison in the same legislative session
Check boxes next to the bill links can be used to identify versions for comparison. Selecting a version populates the Bill URL fields for submission to the LLM to identify the similarities and differences. If the bills are related, it identifies the changes made between the two versions and potential financial impacts. If the bills are unrelated, it provides a summary of each bill. Cut and paste the following URLs into the comparison fields:

Enter the URLs for the bills you want to compare in the Bill URL fields and press the Compare button
Same bill different sessions
The Bill URL fields can be used to review and compare bills between sessions. Example: Texas HB 247 was a bill from the 87th Session that failed to make it into law. It was reintroduced as HB 494 in the 88th Session.

Amendments and reauthorization
The LLM that Legislative Insights calls is able to analyze and compare bills that are hundreds of pages in length. Example: Texas H.R. 6655 is a 317 page bill that amends and reauthorizes Public Law 113-128. Public Law 113-128 is defined in a 298 page document. Cut and paste the following URLs into the comparison fields:

Comparison with an unpublished draft
Use the search form to find and select the bill’s published version. Use the Choose File button to upload a local copy of the bill that has yet to be published. Click the Compare button to start the comparison.
Compare a State bill to a Federal statute
Use the Federal search screen to find the statute or US code for comparison and select the statute.
Review the generated summary and ask follow-up questions if required then use the Swap button to move the statute’s URL from the top comparison field to the bottom one
Use the State search to find the bill for comparison. Click on the bill link to populate the top comparison field. DO NOT CLICK THE COMPARE CHECKBOX as this will clear the value in the bottom comparison field
This will populate the top field and trigger a comparison of the State bill with the Federal statute
